Senator Booker Urges Dr. Oz to Reinstate SNF Ownership Deadline

Sen. Cory Booker (D-N.J.) wants the Centers for Medicare and Medicaid Services (CMS) to reinstate a deadline requiring SNFs to report detailed information about their ownership, management, and related-party financial arrangements.
Booker and fellow Democrats Sen. Ron Wyden of Oregon and Elizabeth Warren of Massachusetts signed a letter to CMS Administrator Mehmet Oz to reverse the decision to suspend that deadline, saying the action “has significantly weakened visibility into who controls nursing homes and how public dollars are used.”
CMS originally set a May 1, 2025, deadline for all SNFs to complete revalidation with the new ownership disclosures on the updated CMS-855A. CMS pushed that deadline to Jan. 1, 2026, and later suspended the new deadline with no new date announced.
In the interim, CMS has urged providers to continue collecting the required ownership, managerial, and related-party information. This seems to point to an eventual reinstatement of a deadline, and stakeholders have been told to map ownership chains and determine whether any entity in the chain qualifies as a private equity company or REIT, among other steps.
What the Lawmakers Wrote
In their letter, the senators said: “We write to urge immediate reinstatement of the deadline for SNFs to submit disclosures of ownership, managerial structures, and related parties in the new SNF Attachment to Form CMS-855A.”
“As you know, in its recent sub-regulatory guidance, CMS indefinitely suspended the previously established Jan. 1, 2026, deadline for SNFs to report comprehensive ownership, managerial control, and ‘additional disclosable parties’ data. As of February 2026, just over half of applicable SNFs were reporting with the new form. These requirements were implemented to create transparency and help families better understand the entities that own, control, and operate facilities where their loved ones receive care.”
